I was unable to attend the October 22nd board meeting; however Robert K. of the Landscape Committee was kind enough to alert me to the following article, which is scheduled to be part of the next Quarterly Newsletter put out by the Board and Jomar Association. Remember: You read it here first!

HOA Board Considering Lights for Emmett Park Courts


The Cooper Commons Board seeks to add value to the community and provide features and amenities that its residents will utilize and enjoy. The Board is contemplating adding lights to the volleyball and basketball courts in Emmett Park for approximately $6,000 to $8,000. The intent is to provide increased usage of the volleyball and basketball courts at this day park, which effectively will turn it into a night park. The lights would be time controlled.

Some residents may not be aware that La Paloma Park on Amanda is already a lighted park with a basketball court.

Please assist the Board in making an informed decision whether to install the lights at Emmett Park.

• Do you live around Emmett Park and are you concerned about an increase in noise, lights or parking after dark?

• Will you play on the courts after the lights are installed?

• Do you believe the cost is warranted?

My opinion is that we don’t need to spend the money to light Emmett Park basketball and volleyball courts. La Paloma Park, which is run by the City of Chandler and located less than half a mile away, is lit until 10 p.m. Adding lights to our community-run park will increase noise, litter and community expenses. Please contact our board members via email or attend the next board meeting to express your opinion.


Attendance Apathy: The best way to keep Cooper Commons safe and prosperous is to become an active member of the community. We have 1400 homes in our community and monthly meetings are usually attended by fewer than three residents who are not already on the Board or a Committee. Please consider giving an hour of your time to attend a meeting. Remember: Without community input, the board is free to spend our HOA fees however they see fit. Board meetings are held on the fourth Wednesday of every month at 6:30 p.m.; Chandler Municipal Airport, 2380 S. Stinson Way.


Parking Issues: In accordance with the CC&Rs, vehicles are to be parked in driveways and garages. This includes all vehicles belonging to residents, tenants and guests. Parking on the cobblestone portion of cul-de-sacs is a violation of this rule. Parking in front yards is also prohibited. On-street parking is prohibited from 12 midnight to 5 a.m. Warnings and fines are issued on a regular basis. Please report parking violations to Jomar Association Services at 480-892-5222.

Barking Dogs: A reality of cul-de-sac life is the close proximity we all have to our neighbors and their pets. For those of us inconvenienced by barking dogs, the City of Chandler has a designated line for making reports. The number to call is 480-782-4130.

Halloween: I was pleased to meet many of my neighbors on Halloween night. The children enjoyed dressing up for the free candy and fun Trick-or-Treat atmosphere. I hope to see even more homes decorated for the merriment next year.

September 2008 Issues:

Minor Repairs: Several minor repairs are scheduled to be made soon in our community. The budget was approved to repair the broken duck ride in Hunt Park. Several solar panels are scheduled to be replaced, due to theft, at both ends of Amanda Blvd. Several landscaping projects have also been approved to replace dead trees and granite erosion.

Budget: Expenses are up and income is down. Full budgetary disclosure is available from Jomar Association Services at 480-892-5222

Design Review Committee: In accordance with the CC&Rs of our community, home owners are required to get approval prior to many landscape, painting, repair and construction projects. When in doubt, please ask! Homeowners who neglect to seek approval for their projects may be faced with the extra expense of returning their property back to its original condition, should the committee find the changes were made outside established community standards. Recently, a resident was found having a swimming pool installed without prior approval. DRC information is available from Jomar Association Services and at http://www.coopercommonshoa.com.

Trash Can Woes: A continued nuisance in our community is the large number of trash cans which are not properly removed from the curb and stored after trash collection. In accordance with the CC&Rs, please place cans at curbside after dark the night before collection and remove them by the end of day on collection day. Please be a courteous neighbor and kindly store your trash cans properly, out of sight in the back yard. Please report trash can violations to Jomar Association Services at 480-892-5222.

Wall Climbing: Many juveniles scale the wall between Cooper Commons and the Albertsons Shopping Center, exposing our community to lawsuits should someone sustain an injury. The wall belongs to Albertsons; however our board sought and received approval to install shepherds hooks to deter people from scaling the wall. This effort has been unsuccessful as the problem continues. In addition to the possibility of injuries and litigation, quite a bit of trash is left behind by the kids, causing unsightly conditions. Please report suspicious activity to the Chandler Police at 480-782-4130.

Welcome to the first issue of the KB North News. Cooper Commons Subdivision Parcel 10 is referred to as KB North because all homes in this parcel were built by KB Homes, and this is the northern border of our community. (There is also a KB South near Hunt Highway, which marks the southern border of Cooper Commons.)

Since many of you are unable to attend the monthly Board meetings, this newsletter hopes to bridge the information gap by keeping you updated on what is discussed during those meetings.

Board meetings are held on the fourth Wednesday of every month at 6:30 p.m. All meetings are held at the Chandler Municipal Airport, 2380 S. Stinson Way.

August 2008 Issues:

Effluent Water: The reclaimed water project is getting closer to breaking ground. Once this project is completed, our community landscaping will be watered with untreated reclaimed water instead of costly potable water from the city. Projected savings could exceed $50,000 per year, meaning that construction costs would be recouped in less than 5 years. Look for construction to begin in October.

Vandalism and Theft: Broken bottles, trash, small fires, and “tagging” have been reported throughout the community over the summer, and are attributed to unsupervised juveniles..

The following are the curfew laws for the City of Chandler:
Ages 15 and under: 10 p.m., everyday including weekends. (City ordinance 17-4B1).
Ages 16-17: Midnight, everyday including weekends. (City Ordinance 11-1.1).
Juveniles are allowed after the specified times if they are accompanied by a parent, legal guardian, or spouse; or have written permission from the same. Curfew is considered over at 5 A.M. Juveniles can be cited for violating curfew, and parents/guardians are also susceptible to being cited for their children being out after curfew. Please report suspicious activity to the Chandler Police Non-emergency line at 480-782-4130.

Vandalism increases community expenses, and future rate increases may be imposed on all residents if this trend continues. Parents are encouraged to discuss responsible behavior with their children.

Several reports of breaker box tampering have been made in recent weeks. These boxes are located on the exterior of every home, and you are encouraged to lock yours to keep it safe. Flipped switches can shut off refrigerators and other appliances and cause damage to your property. Please report suspicious activity to the Chandler Police at 480-782-4130.

Trash Can Woes: A continued nuisance in our community is the large number of trash cans which are not properly removed from the curb and stored after trash collection. In accordance with the Covenants, Conditions and Restrictions (CC&Rs) of our community, trash cans are to be at the curb for as little time as possible. Please place cans at the curb for pick up after dark the night before collection and remove them by end of day on collection day.

The board of directors has tried several methods to encourage residents to adhere to this rule, including reminder notices and fines. The most recent control method has been the most effective: trash cans that are left at the curb after collection are being moved into the center of the cul-de-sac. This has caused some irritation for residents, who are inconvenienced by the cans blocking the entrance to the cul-de-sac. Please place and remove your trash and recycling cans responsibly. Your neighbors will thank you for caring about our community!

Yard Maintenance: Another continued nuisance in our community is deferred landscape maintenance. Weeds are not only an eye-sore, they are a fire hazard. The City of Chandler has inspectors who routinely check for overgrown weeds, and you can be fined for not keeping your yard free of weeds. Front yard maintenance is important to the value and beautification of your home. Many trees and shrubs need to be pruned in order to maintain their health and shape. Plant droppings, such as dead leaves, left on the ground encourage bugs and other pests to take up residence on your property. If you are unable to maintain your yard, please consider hiring a landscape company. Your neighbors will appreciate your beautiful yard and may be encouraged to update their own.

Community Party: Plans are already underway for next year’s Community Party. The party in May 2008 was a terrific success. Thank you for attending!
